TUTORING PROGRAM

THE McKINNEY-VENTO ASSISTANCE ACT
The McKinney-Vento Act defines homeless children and youth as individuals who:
• lack a fixed, regular, and adequate nighttime residence;
• live in an abandoned building, parked car, or other facility unfit for human habitation;
• are abandoned in hospitals;
• are placed by the state in an emergency shelter;
• share housing with another family due to loss of housing or economic hardship;
• live in a motel or hotel;
• live in emergency or transitional shelters;
• live in a trailer park or campsite with their family;
• are awaiting foster placement; or
• are migratory children that qualify as homeless because they are living in circumstances described above

STUDENTS' RIGHTS

• Schools must immediately enroll homeless students even if they lack the required documents

• Temporarily with an adult that is not the parent/ guardian due to loss of housing;

• On their own without a parent/guardian (runaway or unaccompanied youth);

• In a home for minor unwed mothers.

• If transcripts missing, enroll immediately, and request records from the previous school.

• Students with out-of-district, IEP’s, outdated IEP’s must be enrolled immediately in an interim placement pending a 30 day evaluation. Consult with the Division of Special Education.

• Homeless students can continue to attend their last school of enrollment, or enroll in the school in the area where the family is temporarily residing.

• The “school of origin” (the school attended when permanently housed or the last school attended, or within the past 15 months.

• If the family gains permanent housing, the student can remain at the current school for the duration of that academic year.

• Unless the student is attending their “home school” or school of residence, they do not have the right to attend the next matriculating school. Upon matriculation, they must attend the school in the area in which they are temporarily residing.

If you are in need of health care that works with all insurance types or if you have no insurance, the El Monte Health Center provides services for adults and children. Services include general care, routine health care check ups, preventative care, vaccinations, diabetes exam and care, and more. Clinic is located in El Monte, Ca. If you are in need of Dental Care and do not have insurance, you may qualify for dental care with one of the providers near Monrovia. Here is the link to providers in California.

Schools on Wheels is a non-profit organization that provides free tutoring and mentoring for children from Kindergarten through 12th grade living in shelters, motels, group foster homes, and the streets of Southern California. In addition to one-on-one tutoring services, Schools On Wheels offers scholarships, digital learning access, and school supplies. Their mission is to enhance educational opportunities for children who are experiencing homelessness from kindergarten through twelfth grade. Our goal is to shrink the gaps in their learning and provide them with the highest level of education possible. Our program serves as a consistent support system for our students during a time of great stress and fear.

Over 70% of homeless street youth use a smart device, even more homeless students, families and adults have cell phones and access to computers, but many of them cannot find reliable and up-to-date information about shelter, food, jobs and other services they need. Our Children LA seeks to empower homeless and those at-risk of homelessness by offering them a technological solution that works for today’s mobile savvy population. WIN's design reflects a collaboration between the OCLA leadership, dedicated volunteers and participating homeless youth at various drop-in centers around Los Angeles County. WIN is a great resource referral tool for concerned adults to provide helpful information to homeless and at-risk folks, especially youth and families. It allows service providers to amplify their efforts by directly updating bed availability, contact information and program descriptions. WIN was designed to empower not just the homeless and nearly homeless, but the whole community, working together for a Los Angeles where all people are safe, healthy and respected.

ONE-STOP HOUSING CLINIC

It is the intent of the City of El Monte to affirmatively further the policies of the Fair Housing Act and the American Disabilities Act. The City holds a one-stop housing clinic every Wednesday afternoon. To receive free services you must bring proof of income. Neighborhood Legal Services of Los Angeles County (NLSLA) primary mission is to combat the effects of poverty by accessing the judicial system to work toward lasting improvements in the lives of individuals and families and in the community. Changes have been made to the CalWORKs Temporary and Permanent Homeless Assistance Programs. Important highlights include:

Eligible families may now use their benefits with different housing providers including family and friends or shared housing.
Temporary assistance may also be received at anytime within a 12-month period, up to 16 days.
Exceptions to the once per year limit for Temporary Assistance may also be available if the family is displaced due to COVID-19 or other emergencies.

Meals on Wheels America is an organization that is dedicated to addressing elderly/senior isolation and hunger, no matter their income. Please use their provider search page to find a program near you!

"Great Plates Delivered" Program

A program that focuses on providing support for adults 60-64 who are at high-risk from COVID-19 and adults 65 and older, in staying home and staying healthy by delivering 3 healthy meals a day. Please visit the "Great Plates Delivered" webpage to apply today!|

Elderly Nutrition Programs (ENP)

Human Services Association - Phillip Murray Housing is providing grab and go meals for older adults in the Southeastern area of Los Angeles County. Meals are served Monday through Friday, between 11:00am and 12:00pm. Reservations are required. To reserve, call 24 hours in advance at 1 (562) 806-5400. Donations are accepted; no one is turned away due to inability.

The Home-Delivered Meals Program is designed specifically for home-bound individuals. This valuable program not only delivers a nutritious meal on a daily basis, but also serves as a mechanism to check up on the client, thereby providing an additional safety inspection and furthering the ability for him or her to remain home. Los Angeles County participants are using the State's Electronic Benefit Transfer (EBT) system to receive CalFresh and cash benefits.

EBT will, in no way, impact the benefit amount, eligibility requirements or what cardholders may purchase using their CalFresh or cash benefits. With EBT, participants (primary cardholder) and designated alternate cardholders use the EBT (Golden State Advantage) card with a Personal Identification Number (PIN) to access their benefits electronically.

All cardholders may use their EBT (Golden State Advantage) card at participating retailers with a Point-of-Sale (POS) device and automated Teller machines (ATMs) displaying the Quest® logo throughout California and across the country.

Some banks charge $1.00 - $4.00 each time you withdraw cash benefits using your California Electronic Benefit Transfer (EBT) card.

Important Message for EBT Cardholders

You can request or designate a responsible person that you trust to use your EBT card. The designated/alternate Cardholder can use your cash and CalFresh benefits on your behalf. To designate someone, you must download, complete, signed, and submit the EBT–Request for Authorized Representative/Designated Alternate Cardholder form
